Located in Baltimore County, Perry Hall is a census-designated place. The Perry Hall Improvement Association (PHIA) is the largest and oldest civic organization in northeastern Baltimore County. Since Perry Hall is an unincorporated community, the PHIA is the influential community-wide alliance in the area. An early version of the PHIA was organized during the Second World War when Perry Hall residents started a Health Committee to assist veterans in getting the medical supplies and equipment they needed. Once the war ended, the leaders got together and created a permanent organization. On July 31, 1945, the first meeting of the Perry Hall Improvement Association was held.
